SCNC Accomplishments

With the guidance and approval of the Studio City Neighborhood Council Board, our standing committees have made the following accomplishments possible:

SCNC 2013 Committee Accomplishments

Budget Committee

  • The Committee then sends the requests to the Board with our thoughts and recommendations and it is the Board that funds the requests, not the Budget Committee.
  • The Budget Committee is procedural and oversight only.
  • Sponsored the Winter Holiday Festival at Studio City Recreation Center (aka Beeman Park).
  • Sponsored the Luminaria Festival at Campo de Cahuenga.
  • Sponsored the Studio City’s Village Gardeners of the Los Angeles River.
  • Funded the Studio City Beautification Association, including ongoing maintenance of the Studio City Library and beautification projects.
  • Funded the SCNC street banners and other outreach efforts.
  • Funded the 2014 SCNC elections.
  • Sponsored a Los Angeles Mayoral Forum.
  • Sponsored the Mack Sennett Celebration at the Studio City Public Library
  • Funded a mobile, digital street sign for use by the LAPD’s North Hollywood Division.
  • Sponsored the 4th of July Celebration on the CBC Studio Center.
  • Sponsored the SCNC Small Business Seminar.

Cultural Affairs Committee

  • Visual History of Mack Sennet, presented at Studio City Library.
  • Visual History of the CBS Studio Center, presented at Studio City Library.
  • Third Annual Luminaria Festival, presented at Campo de Cahuenga.

 

Government Affairs Committee

a. COMMUNITY IMPACT STATEMENT REGARDING DIGITAL SIGNAGE

Brought a motion passed by the board requesting that the City of Los Angeles fully implement the appeals court ruling in the Summit Media LLC v. City of Los Angeles by requiring the removal of the 100 digital billboards as provided for therein. We further requested that the City refrain from making any changes to the zoning laws relative to the digital billboards until any such proposed change has been subjected to an open and transparent outreach to the community and to the Neighborhood Councils in particular. We also requested that the previously drafted sign ordinance being considered by the Planning and Land Use Management Committee and the City Council be considered as it is currently written and that no language be added to that ordinance which would retroactively legalize the digital billboards which were the subject of the appellate court decision or in any other way incorporate digital billboards into the ordinance.

b. REQUESTED COUNCILMEMBER KREKORIAN TO BRING A MOTION TO STOP CURB CUT OUTS

Motion: The Board of the Studio City Neighborhood Council requests Councilmember Paul Krekorian to bring forth a Motion to stop “curb cut-outs.” Dedications would still be taken, where applicable, but not acted upon until an entire block has dedications taken; and then only acted upon when the area’s Councilmember and Neighborhood Council approve the block long street widening. Fees collected from developers are to be held in escrow until the entire block widening is acted upon.

c. BAY DELTA CONSERVATION PLAN – ADVISED CITY COUNCIL WE ARE OPPOSED TO THE COUNCIL TAKING ANY ACTION BEFORE THE RELEASE OF THE FINAL DRAFT OF THE PLAN BY THE STATE OF CALIFORNIA AND THE RELATED ENVIRONMENTAL IMPACT REPORT

Motion: The Board of the SCNC advises the Los Angeles City Council that we are opposed to the City Council taking any action, including any action that would provide any form of funding, for the Bay Delta Conservation Plan which includes construction of a twin tunnel project, prior to the release of the full final draft of the plan by the State of California and the related Environmental Impact Report.

d. COMMUNITY IMPACT STATEMENT REGARDING CHANGES TO 2014 ELECTION FUNDING

Motion: The board of the studio city neighborhood council approves the submission of the letter of our President dated March 15, 2013 as a community impact statement.

e. REQUEST TO CITY COUNCIL TO OPPOSE AB-5 THE HOMELESS PERSON’S BILL OF RIGHTS AND FAIRNESS ACT BECAUSE IF THE UNFUNDED MANDATES INCLUDED IN THE BILL

Motion: The Board of the Studio City Neighborhood Council is opposed to AB-5 (The Homeless Person’s Bill of Rights and Fairness Act) because of the number of unfunded mandates included in the bill, and because it encourages behavior that is unhealthy and undesirable. We request that the City Council pass a motion indicating its opposition to AB-5.

f. COMMUNITY IMPACT STATEMENT REGARDING MURALS IN SINGLE FAMILY PROPERTIES

Motion: The Board of the Studio City Neighborhood Council requests that the ordinance related to murals, Council File # 11-0923, contain a provision, which would enable individual Neighborhood Councils to opt out of allowing murals on single-family properties through the use of an overlay. This motion should be submitted as a CIS.

g. COMMUNITY IMPACT STATEMENT REGARDING SOLICITATION/UNWANTED ADVERTISEMENT/ PUBLIC NUISANCE/ENFORCEMENT

Motion: The Board of the Studio City Neighborhood Council supports the motion which generated Council file 12-0662: Solicitation/Unwanted Advertisement/Public Nuisance/Enforcement and that this support be documented by the submission of a Community Impact Statement.

h. REQUEST TO COUNCILMAN TO HAVE STUDIO CITY REMOVED FROM ALL STATE ENTERPRISE ZONES

Motion: The Board of the Studio City Neighborhood Council requests that Councilmember Krekorian work with the appropriate city and state agencies to remove Studio City from all State Enterprise Zone designations.

i. RESPONSE TO THE NINE MOTIONS BY THE NEIGHBORHOOD COUNCIL PLAN REIVEW COMMITTEE BEING CONSIDERED BY THE BOARD OF NEIGHBOROOD COUNCILS

Motion: The Board of the Studio City Neighborhood Council responds to each of the nine motions by the Neighborhood Council Plan Review Committee currently being considered by the Board of Neighborhood Commissioners as set forth below.

j. SUPPORTS THE SELECTION OF ALTERNATIVE 20 FOR THE LOS ANGELES RIVER ECOSYSTEM RESTORATION

Motion: The Board of the Studio City Neighborhood Council supports the selection of Alternative 20 as it is described in the Los Angeles River Ecosystem Restoration Integrated Feasibility Study rather than Alterative 13 which was tentatively selected by the U.S. Army Corps of Engineers.

k. SUPPORTS THE PROPOSED LOS ANGELES GROUND WATER REPLENISHMENT PROJECT

Motion: The Board of the Studio City Neighborhood Council supports the proposed Los Angeles Groundwater Replenishment Project, which consists of: (1) treatment, (2) conveyance, (3) replenishment. We request that the environmental impact report that is being prepared fully address all the significant impacts identified in the initial study and that appropriate mitigations be proposed.

l. HARVARD/WESTLAKE PARKING IMPROVEMENT PLAN: Contributed to the Harvard-Westlake Parking Improvement Plan Draft Environmental Impact Report comments from the Studio City Neighborhood Council.

 

Land Use Committee

  • Supported the Island Neighborhood in stopping the expansion of baseball diamonds in South Weddington Park.
  • Set Conditions for New On-Sale Alcohol Licenses in Studio City with the approval of the City Attorney.
  • Set Conditions for New Apartment and Condo Developments in Studio City with the approval of the City Attorney.
  • Supported the Studio City Beautification Association with several projects in Studio City.
  • Opposed Small Lot Subdivisions, as presented, from being approved by City Planning Department. Set up an Advisory Committee to work with the City Planning Department to update the Small Lot Subdivision Ordinance to include more regulations to protect adjacent properties.
  • Ventura/Cahuenga Boulevards Corridor Specific Plan Design Advisory Board façe approvals of several new businesses in Studio City.
  • Set up an Advisory Committee to work with the Medical Marijuana Businesses (MMB), approved by Prop D, to halt the proliferation of more MMBs in Studio City. This committee has met with numerous MMB owners to set up Conditions by which these MMBs will operate in Studio City.
  • Numerous inspections of proposed Studio City development sites for commercial, retail and residential including meeting with proposed applicants.
  • Worked with the Public Works Department and Councilmember Krekorian to identify and repair pot holes, alleys, sidewalks and numerous other public works projects within Studio City.
  • Contributed to the Harvard-Westlake Parking Improvement Plan Draft Environmental Impact Report comments from the Studio City Neighborhood Council.

 

 

Outreach Committee

  • The Studio City Neighborhood Council (SCNC) co-sponsored and presented a free community event of a Los Angeles Mayoral Forum. This local event was presented in conjunction with the League of Women Voters, Communities United for Smart Growth and several other of our community organizations. SCNC Outreach assisted in the outreach efforts.
  • Promoted “Get Out the Vote” for both the annual Mayor’s Budget Survey and the March 5th Los Angeles Mayoral election.
  • Studio City Neighborhood Council was a sponsor for the “4Good Family Day” free community event. Outreach Committee promoted and had a booth at the event.
  • To continue the mission to build community awareness and volunteer engagement with the Studio City Neighborhood Council, the Outreach Committee added eight new street banner locations on Ventura Blvd.
  • Hosted a Studio City Neighborhood Council booth at LA Heritage Day at El Pueblo Historical Monument (home of Olvera Street).
  • Helped promote “Mack Sennett and the Birth of Studio City” at the Studio City Branch Library.
  • Produced a four-color promotional handout flyer that highlights the eight SCNC committees and how a stakeholder can get involved.
  • Created, produced and marketed a “Free Summer Movies in the Park” series in partnership with Universal Studios and the Studio City Recreation Center.
  • Created “I HEART SCNC” logo to use on give-away canvas tote bags and board member/committee member-only T-shirts.
  • Produced a transportable retractable pull up/down banner to use at events and SCNC board meetings.
  • SCNC was one of the sponsors of the Studio City Chamber of Commerce/CBS Studio Center annual 4th of July event.
  • Produced the marketing materials and helped promote the “National Night Out” event.
  • Helped promote “50 Years of Television Production at the CBS Studio Center”, which was held at the Studio City Branch Library.
  • Produced, marketed and promoted the “Grow Your Business: Tax Incentives & No-Cost Services”, a free seminar for business owners and entrepreneurs, held at the Studio City Branch Library.
  • Helped promote the “3rd Annual Luminaria Festival” held at the historic Campo de Cahuenga.
  • Helped promote the Studio City Residents Association Winter Festival and staged the SCNC booth with volunteers and information.

Public Safety Committee

  • Forging relationships between the Studio City stakeholders and the LAPD, LAFD and the City Attorney’s Office.
  • Produced the Annual National Night Out event in a commercial space on Ventura Blvd.
  • Addressing stakeholders’ concerns and complaints about the recent increase of the number of Medical Marijuana Businesses in Studio City.

Transportation Committee

  • Requested and received a continental-style crosswalk at Laurel Canyon Blvd. and Maxwellton Street servicing the Carpenter Avenue Community Charter School to increase the crosswalk visibility and hopefully reduce the chance of a pedestrian accident.
  • Raised awareness of the City’s failure to timely install pavement markings after streets are resurfaced or resealed.
  • Started a Transportation Committee “Gripe List” to increase the awareness of CD2 as to ongoing transportation concerns in Studio City.
  • Achieved the renaming of the Universal Metro Station to include Studio City in the name.
  • Requested and received temporary repairs at the intersection of Tujunga Avenue and Moorpark Street in an area where standing water is a continuing problem.
  • Contributed to the Harvard-Westlake Parking Improvement Plan Draft Environmental Impact Report comments from the Studio City Neighborhood Council.
